Mayor Charles Starnes presided. Council Members present were Steve Martinez -District 2, Mike McDonough -District 3, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Mary Elizabeth Dickerson -District 1 and Gary House -District 4 were absent. Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney, Jeff Johnston -Assistant City Manager, Derrick Watson -Chief of Police, and Belinda Hinojosa-City Secretary Guests Present: Mike Riffel, Plante Moran News Media Present: Ma Rico Holland -Plainview Herald 1. A Resolution of the City Council of the City of Plainview Texas ordering a special election for the electors of Plainview to vote to amend the Code of Ordinances of the City of Plainview by enacting an ordinance outlawing abortion within the City of Plainview and declaring Plainview a sanctuary city for the unborn.
