Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. An Ordinance of the City of Plainview, Texas, Setting and Levying the Municipal Ad Valorem Tax Rate for The Year 2022; Apportioning Said Levy Amongst the Various Funds and Items for Which Revenue Must Be Raised; Fixing The Times in Which Said Taxes Shall Be Paid; Providing for A Penalty, And Interest and Any Additional Penalty On Taxes Not Timely Paid; (Ordinance No. 22-3732 — Second Reading) Public Comment: None Motion: Move that the property tax rate be increased by the adoption of a tax rate of $0.8165 per $100 valuation, which is effectively a 5.98 percent increase in the tax rate. An Ordinance of the Citv of Plainview Amending Ordinance No. 21-3718 To Appropriate Funds in The General Fund and Various Revenue and Capital Funds Pursuant to Section 5.07 (A) And (D) Of The Plainview City Charter Allowing for Suoolemental Aogrogriations in the 2021-2022 Budget: (Ordinance No. 22-3734 — Second Readin Public Comment: None Motion: Move to adopt Ordinance No. 22-3734 on second reading. An Ordinance of the City of Plainview, Texas, Annexing the Territory Described Herein to the City of Plainview, Hale County, Texas, and Extending the Boundary Limits of the City of Plainview, Texas So As To Include the Property Described in the Ordinance Within the City Limits, Granting to all the Inhabitants of Said Property all the Rights and Privileges of Other Citizens and Binding Said Inhabitants by all of the Acts, Ordinances, Resolutions, and Regulations of Said City Including Obligating Each Property Situated Therein to Bear Its Pro Rata Share of Taxes Levied; Adopting a Plan for Municipal Services for the Annexed Property. An Ordinance Amending Ordinance No. 19-3690 of the City of Plainview, Texas and Amending the Zoning Map of the City of Plainview as Set Out in §14.02.003 of the Code of Ordinances by Changing from Rural Agriculture ("RA") Zoning District to Multifamily ("MF") Zoning District Section 22, Block JK-2, G.C. & S.F.R.R. Co., Plainview, City Council Minutes September 27, 2022 Page 3 of 5 196 Hale County, Texas; Providing for a Penalty of up to $2,000.00 for Violations; (Ordinance No. 22-3737- First Reading) a) Public Hearing Presenter: Jeff Johnston, Assistant City Manager This Ordinance amends the Zoning Map for the annexed property by changing from Rural Agriculture to Multifamily. An Ordinance Amending Chapter 5, "Fire Prevention and Protection", Article 5.02 "Fire Department", Section 5.02.004 of the Code of Ordinances of the City of Plainview Creating the Non -Civil Service Position of Cadet in the Fire Department; Providing an Effective Date; Providing for a Severability Clause; and Providing for Publication of the Caption Thereof. (Ordinance No. 22-3736 — First Reading) Presenter: Bobby Gipson, Fire Chief This Ordinance created the Non -Civil Service Position of Cadet in the Fire Department. Consider and take necessary action regarding a Project Development Agreement between Ameresco and the City of Plainview for an Advanced Meter Infrastructure (AMI) Evaluation and Energy Conservation Evaluation of select city facilities and authorize Mayor to sign necessary documents Presenter: Neil Weems, Assistant Director of Public Works The agreement will have a deliverable that will require future city council direction and action of an AMI project and/or energy efficiency upgrades for aging infrastructure or pay a "walk -away fee" of $45,000. Presenter: Bobby Gipson, Fire Chief This authorizes purchase of 2023 Spartan Metro Pumper fire suppression apparatus from Metro Fire Specialist in the amount of $716,292.00. Public Comment: None Motion: Move to approve purchase 2023 Spartan Metro Pumper fire suppression apparatus from Metro Fire Specialist Motion by Council Member Weiss, seconded by Council Member Rodriguez Vote: 8-0.
