Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, and Lorie Rodriguez -District 7. Council Member Evan Weiss -District 6 was absent. Review of City Council agenda items for September 27, 2022 Consent Calendar a) Minutes of September 8, 2022 and September 13, 2022 b) Financial Report c) Authorize Change Orders for Regional Park Baseball/Softball Field Construction Project Regular Agenda a) An Ordinance of the City of Plainview, Texas, Adopting and Approving the Budget for the Fiscal Year Beginning October 1, 2022 and Terminating September 30, 2023, a Classification and Compensation Plan for all Employees, and Making Such Appropriations for Each Department, Project and Account; Authorizing the City Manager to Make Certain Transfers of Funds; (Ordinance No. 22-3731 — Second Reading) b) An action to ratify the Property Tax Increase Reflected in the FY 2022-2023 Budget c) An Ordinance of the City of Plainview, Texas, Setting and Levying the Municipal Ad Valorem Tax Rate for The Year 2022; Apportioning Said Levy Amongst the Various Funds and Items for Which Revenue Must Be Raised; Fixing The Times in Which Said Taxes Shall Be Paid; Providing for A Penalty, And Interest and Any Additional Penalty On Taxes Not Timely Paid; (Ordinance No. 22-3732 — Second Reading) d) An Ordinance of the City of Plainview, Texas, Amending Chapter 13, "Utilities" Of The Code of Ordinances of the City of Plainview, Texas Increasing the Rates and Charges for Water and Sewer Service Applicable to Residential and Commercial Customer Classes; (Ordinance No. 22-3733 — Second Reading) e) An Ordinance of the City of Plainview Amending Ordinance No. 21-3718 To 191 City Council Minutes September 22, 2022 Page 1 of 2 192 Appropriate Funds in The General Fund and Various Revenue and Capital Funds Pursuant to Section 5.07 (A) And (D) Of The Plainview City Charter Allowing for Supplemental Appropriations in the 2021-2022 Budget; (Ordinance No. 22-3734 — Second Reading) f) An Ordinance of the City of Plainview, Texas, Annexing the Territory Described Herein to the City of Plainview, Hale County, Texas, and Extending the Boundary Limits of the City of Plainview, Texas So As To Include the Property Described in the Ordinance Within the City Limits, Granting to all the Inhabitants of Said Property all the Rights and Privileges of Other Citizens and Binding Said Inhabitants by all of the Acts, Ordinances, Resolutions, and Regulations of Said City Including Obligating Each Property Situated Therein to Bear Its Pro Rata Share of Taxes Levied; Adopting a Plan for Municipal Services for the Annexed Property. Co. Plainview, Hale County, Texas plus one-half of all bounding streets, alleys, and public ways to change from Agricultural District to Multi -Family (Ordinance No. 22- 3737 — First Reading) 1. Public Hearing h) An Ordinance Amending Chapter 5, "Fire Prevention and Protection", Article 5.02 "Fire Department", Section 5.02.004 of the Code of Ordinances of the City of Plainview Creating the Non -Civil Service Position of Cadet in the Fire Department; Providing an Effective Date; Providing for a Severability Clause; and Providing for Publication of the Caption Thereof. (Ordinance No. 22-3736 — First Reading) i) Consider and take necessary action regarding a Project Development Agreement between Ameresco and the City of Plainview for an Advanced Meter Infrastructure (AMI) Evaluation and Energy Conservation Evaluation of select city facilities and authorize Mayor to sign necessary documents j) Authorize Purchase of 2023 Spartan Metro Pumper fire suppression apparatus from Metro Fire Specialist.
