Main Street Coordinating Board
Date: Monday, January 10, 2022 - 1 1:30 a.m.
1, Call to Order: Ranada .lack, President

Board Members Present: Tonya Keesee, Ranada Jack, Carol Terrell, Jay Givens, John
Turpen, Janice Payne and Phyllis Wall.
City of Plainview Main Street representatives: Melinda Brown, Tori Huddleston
Guest: Kristi Aday, EDC Director
2. December Board Min(..)fes
Tonya Keesee made a motion to approve the December Board minutes as printed.
The 2nd: was voiced by John Turpen. The motion passed with a 7-0 vote.
1 Staff Updates
Melinda Brown, Main Street Director, reported the streetscape striping is completed,
and sidewalks are caulked. The benches, bike racks, and trash cans will be installed in
the next few weeks. There was an ADA walkthrough, and Main Street is waiting on the
City report.
She thanked the board members for their time allotted for the one-on-one discussions
and encouraged those who had not set up a time to do so.
The 2022-2023 meeting dates are: 2-7-22, 3-7-2022, 4-4-2022, 5-2-2022, 6-6-2022, 7-1 1-
2022, 8-1-2022, 9-12-2022, 10-3-2022, 1 1-7-2022, 12-5, 2022, 1-9-2023.
New board appointments will begin to be advertised soon. Melinda let us know that
Jordan Hrbacek is no longer eligible to serve because her residence is outside the City
zones. Also, Tonya Keeseee, Chamber Manager, will rotate off the board but will move
over to as an ex-officio member representing the Chamber of Commerce.
Christmas Season sponsor thank you letters need to be signed by the board today and
passed around.
Fagade grant season is open from January 1 through February 25; applicants will be
presented at the April meeting for approval.
4, Ann(..)al Main Street Accreditation Report Review & Approve
Tori Huddleston, Special Projects Coordinator, presented the Accreditation Report.
Phyllis Wall made a motion to approve the Main Street Accreditation report as
printed. The 2nd: was voiced by Janice Payne. The motion passed with a 7-0 vote.
5. Marketing/ Organization - Fona Kc;esc;e/Jordan Hrlbacek/Jay Givens
a. Open House - Tonya Keesee, branding committee chair, presented a new date for
the Downtown Plainview Streetscape grand reopening and ribbon -cutting of April 81n,
5 PM. She shared that the committee needs more time to accomplish all that needs to
be done, and Spring will be a better season for the retail merchants with new
merchandise.
6. Bea(..)tificatic) n/i:::::d(..)catic) n/Awarer)eMss Janice Payne/Diane Martinez
a. Downtown Clean-up Updates - Diane Martinez was not present, so there was no
beautification report. Janice Payne suggested an education/awareness program that
would promote Main Street and what it means to the community, its growth, and
sustainability.
7. Von Prc)fit/i:::cc)nc)rnic Development John R..arper)/Phyllis Wall
a. By-laws - Review and Approve
John Turpen presented the recommended bylaws that the committee proposed to
City legal for approval. There was discussion among board members regarding the
Certificate of Appropriateness and whether the second step in the approval process
should be the Main Street Design Committee; Main Street+Design
Committee+Planning and Zoning = final approval. Melinda said that she would get an
answer for the board.
Carol Terrell motioned to approve and recommend the bylaws to City Council as
printed and presented.
The 2nd: was voiced by John Turpen. The motion passed with a 7-0 vote.
b. Budget Review - Melinda presented the monthly Friends of Downtown budget
review.
8. Promotion/E.::.:ver)fs Carol Ferrell/Ranada .lack
Ranada Jack, chair, presented a Christmas Season idea she has found in Chickasaw,
OK. Carol Terrell would like to see more events on one day instead of so many days of
events. Melinda shared that the Christmas Season review committee will consider
these ideas and meet soon.
Tori shared that she will contact the February 2 Saturday sponsor this week.
CVB Updates
Mark Marley's Go Big or Go Home community event is set for May 14, 2022. Friday will
be staff and cooks day, while Saturday will be the community event day. There will be
no admission until 4 PM. Parking will be moved to the Running Water Draw Regional
Park parking lot to allow visitors to park closer to the weekend events.
