Main Street Coordinating Board
Date: Monday, June 6, 2022 - 1 1:30 a.m.

Board Members Present: Ranada Jack, Carol Terrell, John Turpen, Diane Martinez, Cynthia
Gregory, Macrina Greve, and Phyllis Wall.
City of Plainview Main Street representatives: Melinda Brown and Tori Huddleston.
Guests: Kristi Aday, EDC Director, and Tonya Keesee, ex-officio member representing the
Plainview Chamber of Commerce, Giovanna Batres, and Pedro Reyes.
April & May Board Min(..)fes - Review and Approve
Carol Terrell made the motion to approve the April and May minutes. Diane Martinez
voiced the second. The motion passed with a 7-0 vote.
Friends of Downtown B(..)dgef Review
Tori Huddleston, City of Plainview Special Projects Coordinator, shared the Friends of
Downtown financial review for April 30, 2022, with a balance of 27,608.07, and May 31,
2022, a balance of 31,274.93.
Consider to take necessary action can M(..)ral Grant req(..)est from the Hale Co(..)nty Feac,her
Federal Credit Union.
Phyllis Wall motioned to approve the proposed HCTFCU "Mural" Signage Grant as an
exception, not a precedent for future painted mural grants. The motion was not
seconded.
Update on Committee Chair Meetings
Organization: Chair, Diane Martinez, reported that the committee met,
and they will work on the following: Business of the Month, community
events presence (a stainless water bottle with vision & mission statement).
Quarterly Coffee ( 4 guest speakers coffee/pastry), civic education
leaders (PISD, WBU, SPC, PCA), and new business welcome baskets.
CVB: Chair, Ranada Jack, shared that this committee had not met; she is
studying more about what will be involved and gathering concerns ready
for discussion.
Promotions: Chair, Carol Terrell, laid out the committee plans to have four
legs under the promotion umbrella. They are 2nd Saturday, Holiday, Arts &
Entertainment, and Quartly Events. She shared that all events in Plainview,
including Downtown Plainview, must apply for a permit.
Friends: Phyllis Wall presented in the absence of Chair, Jay Givens, and
Vice -Chair, Janice Payne. The main focus is that sponsorship packets will
go out in October, and the sponsors will have until January to return their
gifts. The advertising package will be the topic for the next meeting.
Design: John Turpen, Chair, shared that the Design committee will look at
mural grant applications, Downtown Plainview clean-up, instituting an art
district, and event power and lighting.
Consider to take necessary action on forming a Downtown Mar) Fask Force
John Turpen motioned to approve a Downtown Map Task Force to include board
members Carol Terrell, Macrina Greve, Diane Martinez, Phyllis Wall, Ranada Jack,
Tonya Keesee of the Chamber. Kristi Aday of the EDC and business owners Andrea
Glenn and Giovana Batres. Phyllis Wall voiced the second. The motion passed with a
7-0 vote.
