City of Plainview, Downtown Plainview Main Street representatives: Melinda Brown and Tori Huddleston. Guests: Tonya Keesee, ex-officio member representing the Plainview Chamber of Commerce. Melinda Brown shared that the Downtown Plainview Main Street Program & Tourism coordinating Board was recognized by Main Street America and Texas Main Street as a 2021 accredited program. Conslder and take necessary Actllon on Downtown Fa4ivlew Board park6pakon 41 the Covenant IHealth Raonvoew &.)gar IR�..)n Carol Terrell presented information on the Covenant Health Plainview Diabetes Sugar Run on Saturday, September 17. She requested that Downtown Plainview be one of the rider stops. The Turpen agency agreed to assist again this year as the stop hosts, and board members are encouraged to wear their DP/MS shirts. John Turpen motioned to approve Downtown Plainview's participation with Covenant Health Plainview Diabetes Sugar Run. Macrina Greve voiced the second, and the motion passed with a 7-0 vote, with Carol Terrell abstaining as an employee of Covenant Health Plainview. 3. Consider and take necessary Action on the IDowntown IH6day II....ighl4ig Cornpetii on Phyllis Wall shared the Lighted Christmas contest recommendations that include: November 4 business entry deadline Judging will be on Thursday, November 1 1 J Cruse Santa's Mercantile & More will host the contest Judges will be from a combination of Plainview and area communities Winners will receive a window plaque All entries must use primarily warm white lights Entries may use 10% painted window art All entries are encouraged to share their windows with the hashtag #plainviewtx The 2022 theme is the Music of Christmas, and the categories include; SNOWMAN Best Use of Theme, RUDOLPH, Best Use of Lighting, ELF Best Photo Op, SANTA Most Original, MRS. CLAUS Best Use of Space, CHRISTMAS Best Overall Winner. John Turpen motioned to approve the Lighted Window Contest guidelines. Cynthia Gregory voiced the second, and the motion passed with an 8-0 vote. 4. The starting balance was $31,710.23 with 16,000.00 in reserve for two designated projects leaving an ending balance of $15,560.23 Melinda Brown shared the October 17 committee budget request deadline that coincides with the sponsorship packets mailing. Cynthia Gregory motioned to approve the Friends of Downtown budget report. Jay Givens voiced the second, and the motion passed with an 8-0 vote. 5. Conslder and take necessary Action on the �..)pdaled IDowntown IDeslgn G..)od&4ies Tori Huddleston reviewed the City of Plainview National Register of Commercial Historic District Design Guidelines. John Turpen and Macrina Greve from the Design committee shared their concern that the DP/MS board be included in the COA (Certificate of Appropriateness) process. After much discussion, board member Jay Givens offered a suggestion that the DP/MS Board be included in the initial email that begins the COA process. John Turpen motioned that the Commercial Historic District Guidelines be amended to include the DP/MS Board by an email with the COA application information with a 72-hour window for board members to respond. Macrina Greve voiced the second, and the motion passed with an 8-0 vote. Carol Terrell motioned to approve the amended Commercial Historic District Guidelines.
