A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS ACCEPTING BIDS AND ENTERING INTO A PURCHASE AGreeMENT
WITH ANIMAL Ak~kRENF~S INDUSTRIES, INC. OF SALT LAKE CITY,
UTAH FOR THE LOWEST AND BEST BID ON AN EUTHANASIA SYSTt~
FOR THE ANIMAL S~TER AND APPROPRLATING $4,390 FROM
P~VENUE SHARING.
WHEREAS, the City of Plainvie~ bas responsibility of protecting
health and welfare of the citizens by operating animal control; and
WHEREAS, action of the City Council, a new animal shelter is
presently under construction to more adequately serve this cc~m~ity;
and
WHEREAS, by the Plainview Animal Control Ordinances requires tb~t a
stray animal be held in the shelter for 48 hours then euthanisized; and
WHEREAS, the City Staff has worked with the local chapter of the
Humane Society has evaluated euthanasia systems and is re~ding a
bottle carbon monoxide system for which advertisers were given and
bids were received at 10:00 A.M. Tuesday, May 24th; and Animal Awareness
Industries, Inc. of Salt Lake City, Utah, submitted the only bid
for this system, in the amount of $4,390:
NOW, THEREFORE BE IT RESOLVED by the Mayor and City Council of the
City of P lainview, Texas that a purchase contract be awarded to Animal
Awareness Industries, Inc. of Salt Lake City, Utah, for a carbon
monoxide euthanisia ~fstem for the animal shelter in the amount of
$4,390, and that these funds be appropriated frem Undesignated Funds of
R~venue Sharing.

/~tvertisement for bids have been made and we will receive bids on
t/mis item Tuesday morning, at 10:00 a.m. Attached is some information,
I ask Johnnie Ballew to prepare several weeks comparing three methods of
euthanasia proposed for the Animal Shelter. The system that we are
recon~nding utilizing bottled carbon monoxide seems %o be the most cost
effective and satisfactory to the Humane Society.

The inducement of prompt hypoia, unconsciousness and painless death have
been exhibited through the testing and research of the newest euthanasia
system available,
Examination has proven the use of bottled carbon monoxide as a safe
simple method of euthanasia to be operated by all personnel. Designed
around a 'fail-safe' solid state system, the desired saturation of 6 percent is
monitored by the use. of electronic components to insure unconsciousness
in less than one minute.
The unit is designed to provide easy access for administering and' cleaning
through the use of all stainless steel construction.
A corrosion-resistive expanded metal Cage system is provided as an integral
part of each unit. This cage system is uniquely designed to house, transport
and enter into the euthanasia cabinet, thereby reducing the stress factor
beca, use of minimum handling of the animal. Further, total utilization and
maximum efficiency is also accomplished.
The door locks automatically when the cycle is initiated. Only after the
cycle is completed and the unit automatically exhausted and clear of CO can
the door be opened.
AAI is concerned with the effect of carbon monoxide on our sensitive
environment. Measures have been implemented to assure the exhausting of
nonpolluting and safe gases into the atmosphere.
NOTE: Cage as shown is to display cage doors. Cage during use would be reversed for loading and
unloading.
