Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Mike McDonough -District 3, Gary House -District 4, Susan
Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Council
Member Steve Martinez -District 2 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,

5, An Ordinance Amending Ordinance No. 19-3690 of the City of Plainview, Texas
and Amendinq the Zoninq Map of the City of Plainview as set out in §14.02.003 Of The
Code Of Ordinances By Changing From Suburban Residential ("SR") Zoninq District to
Mixed Residential ("MR") Zoninq District the Southeast Part of Block 87, in the Ray

This would rezone the property at 401 Canyon Street to Mixed Residential
Mayor Starnes opened public hearing. There was no public comment.
Mayor Starnes closed public hearing at 7:22 p.m.
Motion: Move to adopt Ordinance No. 23-3740 on first reading.
Motion by Council Member House, seconded by Council Member Weiss
Vote: 7-0. Motion carried.
6. A Resolution of the City Council of Plainview, Texas, Authorizing the Submission
of a Texas Community Development Block Grant Program Application to the Texas
Department of Agriculture for the Main Street Program. (Resolution R23-587)
Presenter: Tim Crosswhite, Director of Public Works
The Resolution authorizes the submitting of the application in the maximum amount of
$500,000 available. The City is required to provide a commitment of $50,000 as cash
match for the project.
Motion: Move to adopt Resolution R23-587
Motion by Mayor Pro Tern Blackerby, seconded by Council Member House
Vote: 7-0. Motion carried.
7. A Resolution of the City Council of Plainview, Texas Authorizing City
Representatives in Matters Pertaining to the City's Participation in the Texas Community
Development Block Grants and the Main Street Program. (Resolution R23-588)
Presenter: Tim Crosswhite, Director of Public Works
This Resolution would authorize the Mayor, City Manager, Finance Director and City
Secretary to act on behalf of the City in relation to the Texas Community Development
Block Grant— Main Street Program with the Texas Department of Agriculture.
Motion: Move to adopt Resolution R23-588

8. Award bid for Unger Memorial Library HVAC Replacement
Presenter: Tim Crosswhite, Director of Public Works
The proposed project would replace the HVAC system on the west side of the building.
The City received one bid on the project from Quality Air in the amount of $67,900. The
budget for this replacement is $80,000
Motion: Move to award bid to Quality Air for Unger Memrial Library HVAC
replacement for $67,900
Motion by Council Member Weiss, seconded by Council Member McDonough
Vote: 7-0. Motion carried.
9. Consider approval of Plainview -Hale County Airport Crack Seal Project — Change
Order No. 1
Presenter: Jeffrey Snyder, City Manager
This would authorize an additional $8,740 for Asphalt and Joint Crack Sealant at the
Airport. The original bid award was $78,200. The total contract price plus this change
order would be $86,940. This is part of the ongoing runway preventative maintenance
program.
Motion: Move to accept Change Order No. 1
Motion by Council Member House, seconded by Council Member Rodriguez
Vote: 7-0. Motion carried.
10. Convene into executive session in accordance with Texas Gov't Code $551.072
to deliberate the purchase, exchange, lease or value of real property, the public
discussion of which would not be in the best interest of the City's bargaining position with
third parties.
11. Convene into executive session pursuant to Texas Gov't Code $ 551.087 to
discuss or deliberate regarding an offer of a financial or other incentive to a business
prospect that the City seeks to have locate, stay, or expand in or near the territory of the
City of Plainview.
Mayor Starnes recessed the meeting at 7:31 p.m.
Mayor Starnes called the meeting back in open session at 7:47 p.m. and announced no
action would be taken.
