WHEREAS, the Federal Aviation ~l~inistration has allocated approximately $170,000 for replacement of the minimum intensity lighting system at the Hale County Airport; and WHERF~, Parkhill, Smith & Cooper, Inc. has prepared plans and specifications for the lighting system improvements several as a part of a set of plans and specifications including several other work items, and such plans and specifications for the lighting improvements will be needed tobe separated from the other plans, reviewed, modified and updated as required byFAAprior to bidding; and NOW, THEREFORE BE it resolved by the Mayor and City Council of the City of Plainview, Texas that the Mayor be authorized to execute on behalf of the City of Plainview Amendment No. 1 an agreement for engineering services to be performed in conjunction with the Hale County Airport lighting improvements. O. _BoxY37 P~.~iew, Texas 79072 Re: Reconstruction of Runway 13-31 Plainview-Hale County Airport Dear Mr. Roberts: On June 21, 1983, bids were received for the reconstruction of Runway 13-31 at the Plainview-Hale County Airport.. Two bids were received. A short form bid tabulation accompanies this letter. High Plains Pavers, Incorporated, submitted the low Total Base Bid and Total Base Bid plus Additive Alternate One for the project. The Total Base Bid of High Plains Pavers totaled 8701,237, while their Total Base Bid plus Additive Alternate One totaled $716,237. Our estimates for the Total Base Bid and the Total Base Bid plus Additive Alternate One work, were, respec- tively, $729,635 and $739,635. The Total Base Bid work was divided into Phase I and Phase II work items. The Phase. I work involved seal coating of Runway 4-22 and, as Additive Alternate One, repair of cracks in the taxiway parallel to Runway 4-22; the Phase I work is not to be funded by the Federal Aviation Administration (FAA) . Phase II work included reconstruction of Runway 13-31 and is to be funded at the ninety percent level by the FAA. An estimated project cost breakdown is shown below. High Plains Pavers, Inc., is an estab-- lished company with experience in this type project, and we recommend that a contract be awarded contingent upon FAA approval. Box 337 Plainview, Texas 79072 Re: Amendment to Engineering Agreement Hale County Airport Dear Mr. Roberts: This letter concerns engineering services required for replacement of the medium intensity lighting system at the Hale County Airport. The Federal Aviation Administration (FAA) has recently provided notification of funding for the project. Four copies of Amendment Number One to our Agreement for Engineering ser- vices with the City and the County dated December 14, 1982 are enclosed. The Amendment covers services associated with the lighting project. Also enclosed are sheets summarizing basic engineering costs for the project and calculations used in calculating engineering costs. Plans and specifications for the-lighting system improvements were prepared several years ago as a relatively small part of a set of plans and specifi- cations that included several other work items. Plans and specifications for the funded lighting improvements will need to be separated from the remainder of the plans and specifications, reviewed, modified and updated as required prior to bidding. Compensation provisions included in the Amendment are listed at the top of page 3 of the Amendment. The FAA indicates that a construction contract needs to be awarded and a grant Signed by the end of this fiscal year, which ends September 30. We have provided them with the tentative project schedule listed below. Item 1. Submi--~sion of preliminary plans and specifications to FAA 2. Submission of final plans and specifications to FAA. 3. FOR ENGINEERING SERVICES THIS IS AN AMENDMENT to the Agreement dated December 14, 1982, between the City of Plainview, Texas, and County of Hale, Texas hereinafter called the "Owner" and Parkhill, Smith & Cooper, Inc., hereinafter called the "Engineer.~ WHEREAS, the Owner has received a tentative allocation from the Federal Aviation Administration for the replacement of medium intensity runway lighting systems on Runways 13-31 and 4-22 at the Hale County Airport and the Owner desires the Engineer to furnish Design Phase, Bidding Phase, and Construction Phase engineering services required for the repla- cement of the medium intensity runway lighting systems. The Agreement is hereby amended as follows: 1. Under RECITALS, ADD the following as item 3: "3. Replace existing medium intensity runway lighting systems, including conductors and appurtenances with new medium inten- sity runway lighting systems." 0 Section VI A, DESIGN PHASE, page VI-2, ADD the following paragraph to describe payment provisions for design phase of the medium intensity runway lighting systems replacement project. "A.3 Replacement of Medium Intensity Runway Lighting Systems Compensation for design phase engineering services asso- ciated with replacement of medium intensity runway lighting systems shall be in the lump sum amount of Eight Thousand Dollars ($8,000.00). AMENDMENT NO. 1 Page 1 of 3 Partial payments for services associated with design phase services shall be made monthly, in proportion to that part of the services in the Design Phase which has been accomplished, as evidenced by monthly statements submitted by the Engineer to the Owner. Final payment for services authorized in the Design Phase shall be due upon the comple- tion of these services.~ Section VI-B, BIDDING PHASE, page VI-2, ADD the following as the third paragraph of this Section to cover payment for Bidding Phase services. "Payment for basic Bidding Phase services associated with replacement of medium intensity runway lighting systems shall be made to the Engineer in the lump sum amount of Two Thousand D~llars ($2,000.00)." -- Section VI-C, CONSTRUCTION PHASE, page VI-3, ADD the following as the third paragraph of this Section to cover payment for Construction Phase services. "Payment for Construction Phase basic services asso- ciated with replacement of the medium intensity runway lighting systems shall be made to the Engineer in the lump sum amount of Four Thousand Eight Hundred Dollars ($4,809 . Compensation for subcontracted surveying required during construction shall be made on the basis of invoice cost plus a fixed fee of $100 to cover liability insurance and profit."
