WITH THE TEXAS MUNICIPAL LEAGUE AND OTHER CITIES TO OPPOSE
SENATE BILL 66 WHICH WOULD RF/VDVE AT.T, RS~IZLATORY AUTHORITY

OF $222.00 AS THE CITY'S CONTRIB~ION TO THE EFFORTS TO
DEFEAT THE BILL.

~2~, Senate Bill 66- which has been introduced into the Senate
which if passed would abolish the City's local regulation over basis
Cable T.V. 's service rates, whereby citizens would loose all protection
at the local level and would be preemption by regulatory powers of the
Federal Government; and
WHEREAS, the passage of Senate Bill 66 would virtually guarantee
that franchise holders with Cable TV services would have their
franchises renewed and would abolish cities limitation on cross
ownerships that being the prohibition of a person owning a CATV by
reason of his or her ownership with other media; and
WHEREAS, since this piece of legislation passed the Senate it is
imperative that the cities join together in an attempt to cause a defeat
in the House of Representatives and this can best be done by the Cities
of Texas joining together with the Texas Municipal League; and
WHEREAS, the Texas Municipal League has asked that cities
contribute 1¢ per capita, based on the 1980 census to help finance
efforts to defeat Senate Bill 66 which in this case would amoun~ to
$222.00 as the City of Plainview contribution:
NOW, T~REFORE BE IT RESOLVED BY the Mayor and City Council of the
City of Plainview, Texas that the City of Plainview join with the Texas
Municipal League and other Cities of Texas in an effort to defeat Senate
Bill 66 which virtually would abolish city regulation over Cable
Television within the conm3anity and authorize the payment in the amount
of $222.00 to the Texas Municipal League as the City of Plainview's
sb~re for the financial efforts to defeat the legislation.
