A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PIAIBBfIEW,
DECLARING SOUTHWEST 3RD STREET TO BE A PUBLIC NECESSITY
AND REQUEST THAT THE TEXAS DEPARTMenT OF HIGH~IAYS AND
PUBLIC TRANSPORTATION PLACE SOUTHWEST 3RD STREET ON

AT U. S. INTERSTATE 27 TO U.S. 87 BUSINESS (COLUMBIA
STREET) WHICH W-TT,T, MAKE UP THE SOI3THERN PORTION OF THE
PLANNED LOOP AROUND THE CITY OF PLAINVIEW.
WHEREAS, In April, 1978, the Plainview City Council after a
thorough study adopted a Comprehensive Master Plan which projects goals
and needs for this cc~m~unity; and
~HERFAS, the Master Plan of this cc~mmmity includes Southwest 3rd
Street from Interstate 27 to U.S. 87 Business (Columbia Street) as the
southern portion of the loop which will eventually allow travel
completely around the perimeter of the city; and
WHEREAS, the Texas Deparh¥~ent of Highways and Public Transportation
recognized the importance of this street to the City of Plainview and
Hale County by constructing a partial interchange on Interstate 27 at
the intersection of Southwest 3rd Street; and
WHEREAS, improvements made to this street will open new development
areas allowing for growth in cc~mercial, educational, and residential
developments; and
WHEREAS, citizens owning property along this travel-way recognize
the inpor~ce of this street not only to plainview, but to all the
residents of Hale County. These property owners voluntarily donated all
the land needed to provide a one-hundred (100) foot right-of-way for
this street's paving project; and
WHEREAS, the City Council declares that Southwest 3rd Street to be
a public necessity and requests the Texas Department of Highways &
Public Transportation to place Southwest 3rd Street on the Texas Urban
Highway System Program which will allow the State's participation in the
paving of this important street to our City and County:

NOW, THEREFORE BE IT RESOLVED BY THE Mayor and City Council of the
City of Plainview, Texas, that the Texas Department of Highways & Public
Transportation be requested to place Southwest 3rd Street on the Texas
Urban Highway System Program so that planning may begin which will
result in Southwest 3rd Street can be paved from Interstate 27 to U.S.
Columbia (U.S. 87 Business) which will enhance a flow of traffic for the
City of Plainview, County of Hale and cc~pl~t the traffic interchange
at the intersection of Southwest 3rd Street and U.S. Interstate Highway
27 being constructed by the State Department of Highways and Public
Transportation.
