HomeMy WebLinkAboutR83-647©0 111 RESOLUTION NO. 83-647 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS RECEIVING PBOPOSALS FROM FIRMS, AND MAKING EVALUATIONS OF PROPOSALS FOR THE PURPOSE OF ENTERING INTO AN AC~W~INT FOR THE ADMINISTRATION OF THE TEXAS ~ITY DEVELOPMENT PROGRAM SHOULD IT BE FUNDHD BY THE TEXAS DEP~ OF COMMUNITY WHEREAS, the City of Plainview has properly advertised and has received proposals from qualified firms capable of providing professional services for grant administration of the Texas C~u0nity Development Program; and WHEREAS, the City staff as evaluated the proposals received and recon~ends that an agreement be entered into between the City of Plainview and Barber Brannon Traylor, Inc. of Tyler for grant administration if such grant is funded by the Texas Department of ~ity Affairs; NOW, THEREFORE BE IT RESOLVHD by the Mayor and City Council of the City of Plainview, Texas that the Mayor be authorized to enter into an agreement on behalf of the City with the firm of Barber Brannon Traylor, Inc. for the administration of the Texas ~ity Development Grant program if funded. Box 1870 P1 ainview, Texas 79072 Dear Mr. Hatchel: Enclosed are three (3) copies of a public notice regarding our employment to provide professional services with respect to your Texas Community Development Program. To satisfy requirements regarding our employment, please do the following: 1) Publish the ad in your local newspaper on the dates indicated. 2) Send the ad to at least one other firm besides ours. Send these copies certified mail return receipt requested. The mail certifications and receipts must be kept for future procurement documentation. We would recommend that in addition to us the proposal be sent to: Mr. Jack Russell Governmental Service Agency 8527 Ferndale Road - Dallas, Texas 75238 Mr. Russell is a competent provider of similar services and a notice to hi~m will satisfy the requirement that the selection for professional services be made in a manner promoting competition. I am also enclosing a copy of the complete RFP package should any other interested party read the ad and request it. The package is ready for mailing once the inside address is typed. Any packages mailed need to also be sent certified mail return receipt and the receipts kept for documentation. Proposals will be considered by the City at a meeting to be held at 7:30 p.m. on the 8th day of November , 1983. In order to be considered, propos~als must be submitted prior to 10:00 a.m. on the 4th day of November , 1983. The City reserves the right to re~ject a~y or all proposals. Upon receipt, all proposals will be thoroughly evaluated by the City. Once this evaluation has been completed all responsible offerers will be placed in rank order. All offerers will be notified of these results and of the City's intent to initiate negotiations with its first choice. Should negotiations with the City's first choice fail to produce a satisfactory agreement, all negotiations with the first choice will be terminated and the City's second choice will be notified, and so on. These procedures will be followed until a satisfactory agreement and contract has been approved and executed. I~ is the City's intention to ultimately contract with the responsible offerer whose proposal and subsequent negotiations are determined to be the most advantageous to the City, all factors considered, including but not limited to a) understanding of the project, b) qualifications of key personnel, c) services proposed, d) prior experience with projects of this type, e) City's past experience with the offerer, and f) price. A complete Request for Proposal outlining services required by the City, submission requirements, and evaluation criteria has been prepared.
