The City Council of the City of Plainview met on February 14, 2023 at 6:30 p.m., at City
Hall, 202 W. 51 Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Mike McDonough -District 3, Gary House -District 4, Susan
Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Council
Member Steve Martinez -District 2 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney,

the Regulation and Conduct of Amusement Redemption Machine Game Rooms Within
the City; Establishing a Licensing and Regulatory Process for Amusement Redemption
Machines; Providing an Appeals Process; Providing for a Penalty Not to Exceed $500.00
for Each Offense; Providing an Effective Date; Providing a Savings Clause; Providing a
Repealer and Providing for Publication. (Ordinance No. 23-3741 - First Reading)

Members of the Board of Directors of Tax Increment Reinvestment Zone Number One
(TIRZ #1) Historic Downtown Plainview, Texas; Appointing One Member of the Board to
Serve as Chairperson for the Current Year; And Providinq for Other Matters Relatinq to
Such Board. (Resolution R23-592

10. A Resolution by the City of Plainview, Texas, Authorizing Refunding of Canadian
River Municipal Water Authority Subordinate Lien Contract Revenue Refunding Bonds,
Series 2014 (Conjunctive Use Groundwater Supply Project) (Resolution R23-593)

In June 2022, the City approved a Resolution authorizing the refunding on certain
outstanding bonds and with the volatile rate environment, CRMWA financial advisors
postponed that refunding in 2022.
Now that market conditions have settled from the period of sharp interest rate increases
that started roughly in October, CRMWA most likely will have an opportunity to conduct
a refunding for savings in the coming months. Each member city will need to update its
authorizing resolution to reflect a 2023 refunding that would allow this transaction to
happen up through July 2023, if market conditions allow.

11. Authorize Professional Services Agreement with Park for Softball Field Design
Services, Phase II
Presenter: Jeffrey Snyder, City Manager
This agreement would start the design services on Phase 2 and continue the rehabilitation
of this Complex. Estimated Professional Services is $30,500. The total project scope of
this phase includes the reconstruction of the center field, new lighting, stands and
concrete flatwork at an estimated cost of $850K.

12. Authorize contract for purchase and sale of real property between the City of
Plainview, County of Hale and Ronnie Robbins at the Plainview -Hale County Airport
Presenter: Jeffrey Snyder, City Manager
The Plainview -Hale County Airport Master Plan identified the need for the City and
County to begin the process of transitioning the privately held hangers on ground leases
to public ownership. Ronnie Robbins ground lease that includes his hangar and living
quarters expired in July 2022. Staff recommends purchasing the property at the
appraised value of $90K.
