Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Mike McDonough -District 3, Gary House -District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Council Member Steve Martinez -District 2 was absent. Plainview Housing Authority Annual Report Presenter: Susan Magallanes, Executor Director Plainview Housing Authority Presentation on Plainview Housing Authority Annual Report 5, An Ordinance Amending Ordinance No. 19-3690 of the City of Plainview, Texas and Amending the Zoning Map of the City of Plainview as set out in .414.02.003 Of The Code Of Ordinances By Changing From Suburban Residential ("SR") Zoning District to Mixed Residential ("MR") Zoning District the Southeast Part of Block 87, in the Ray Addition, Plainview, Hale County, Texas Commonly Known as 401 Canyon Street, City Council Minutes February 14, 2023 Page 1 of 5 238 Plainview, Texas; Providing for a Penalty of up to $2,000.00 for Violations; Providing an Effective Date; Providing a Savings Clause; and Providing for Publication. An Ordinance Amending the Code of Ordinances of the City of Plainview, Texas by Adding Article 4.13, "Amusement Redemption Machines Game Rooms" Concerning the Regulation and Conduct of Amusement Redemption Machine Game Rooms Within the City; Establishing a Licensing and Regulatory Process for Amusement Redemption Machines; Providing an Appeals Process; Providing for a Penalty Not to Exceed $500.00 for Each Offense; Providing an Effective Date; Providing a Savings Clause; Providing a Repealer and Providing for Publication. (Ordinance No. 23-3741 - First Reading) Presenter: Matthew Wade, City Attorney This adds Article 4.13 Amusement Redemption Machines Game Rooms to the Code of Ordinances. A Resolution of the City Council of the City of Plainview, Texas Supporting an Application to the Texas Housing and Community Affairs Department for Plainview Lofts (Resolution R23-590) Presenter: Kristi Aday, Economic Development Director This Resolution supports the senior housing project located at 201 Amarillo Street Public Comment: None Motion: Move to adopt Resolution R23-590 Motion by Council Member Weiss, seconded by Mayor Pro Tem Blackerby Vote: 8-0. A Resolution of the City Council of the City of Plainview, Texas Amending the By - Laws for the Tax Increment Reinvestment Zone No. 1, Historic Downtown Plainview, Texas by Amending the Board Membership Requirements Outlined in Article II, Section 2. (Resolution R23-5911 Presenter: Melinda Brown, Main Street Manager This amends the by-laws. Public Comment: None Motion: Move to adopt Resolution R23-591. Motion by Council Member McDonough, seconded by Council Member House Vote: 8-0. Motion carried. 9. A Resolution of the Citv Council of the City of Plainview, Texas Appointing the Members of the Board of Directors of Tax Increment Reinvestment Zone Number One (TIRZ #1) Historic Downtown Plainview, Texas; Appointing One Member of the Board to Serve as Chairperson for the Current Year; And Providinq for Other Matters Relatinq to Such Board. (Resolution R23-592 Presenter: Melinda Brown, Main Street Manager This appoints members to the TIRZ #1. Public Comment: None Motion: Move to adopt Resolution R23-592. Motion by Council Member House, seconded by Council Member Rodriguez Vote: 8-0. Motion carried. 10. A Resolution by the City of Plainview, Texas, Authorizing Refunding of Canadian River Municipal Water Authority Subordinate Lien Contract Revenue Refunding Bonds, Series 2014 (Conjunctive Use Groundwater Supply Project) (Resolution R23-593) Presenter: Jeffrey Snyder, City Manager In June 2022, the City approved a Resolution authorizing the refunding on certain outstanding bonds and with the volatile rate environment, CRMWA financial advisors postponed that refunding in 2022. Now that market conditions have settled from the period of sharp interest rate increases that started roughly in October, CRMWA most likely will have an opportunity to conduct a refunding for savings in the coming months. Each member city will need to update its authorizing resolution to reflect a 2023 refunding that would allow this transaction to happen up through July 2023, if market conditions allow. Authorize Professional Services Agreement with Park for Softball Field Design Services, Phase II Presenter: Jeffrey Snyder, City Manager This agreement would start the design services on Phase 2 and continue the rehabilitation of this Complex. Estimated Professional Services is $30,500. The total project scope of this phase includes the reconstruction of the center field, new lighting, stands and concrete flatwork at an estimated cost of $850K. Public Comment: None Motion: Move to approve Professional Services Agreement with Parkhill Motion by Council Member Weiss, seconded by Mayor Pro Tern Blackerby Vote: 8-0. Motion carried. 12. Authorize contract for purchase and sale of real property between the City of Plainview, County of Hale and Ronnie Robbins at the Plainview -Hale County Airport Presenter: Jeffrey Snyder, City Manager The Plainview -Hale County Airport Master Plan identified the need for the City and County to begin the process of transitioning the privately held hangers on ground leases to public ownership. Ronnie Robbins ground lease that includes his hangar and living quarters expired in July 2022. Staff recommends purchasing the property at the appraised value of $90K. Public Comment: None Motion: Move to authorize contract for purchase and sale of real property between the City of Plainview, County of Hale and Ronnie Robbins at the Plainview -Hale County Airport Motion by Council Member House, seconded by Council Member Rodriguez Vote: 8-0.
