Hall, 202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, Susan Blackerby-District 5, and Lorie Rodriguez -District 7. Council Member
Evan Weiss -District 6 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Sarianne Beversdorf -Director of Finance, Tim Crosswhite-Capital
Improvement Program Manager, Derrick Watson -Chief of Police, Bobby Gipson -Fire

e) Resolution Authorizing the Execution of an Agreement to Contribute Funds and
Designation of the Texas Department of Transportation as the Agency
Responsible for the Development and Maintenance of State Highway 194 and
Appropriating the necessary Funds
f) Consider approval of an agreement between the City of Plainview and the Texas
Department of Transportation (TxDOT) to contribute to Right of Way Funds for
Quincy Street Utility Relocation and authorize Mayor to sign the necessary
documents.
g) Consider approval of the Utility Agreement between the City of Plainview and the
Texas Department of Transportation (TxDOT) for the Quincy Street Utility
Relocations and authorize Mayor to sign the necessary documents.

5. Convene into closed session pursuant to Texas Gov't Code § 551.074 to deliberate
the appointment, employment, evaluation, reassignment, duties, discipline or dismissal
of a public officer or employee, or to hear a complaint or charge against an officer or
employee. Director of Public Works Position and Appointments to the following boards
and commissions: Plainview/Hale County Airport Board, Animal Advisory and Appeals
Board, Board of Health, Building Trades and Fire Code Board of Appeals, Unger Library
Board, Downtown/Plainview Main Street Program/Tourism Coordinating Board, Parks
Advisory Board, Planning and Zoning Commission, Running Water Draw RSVP Board,
and Zoning Board of Adjustment
Mayor recessed meeting at 12:09 p.m.
The Mayor called the meeting back in open session at 12:52 p.m.
