A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINViEW,
TEXAS AUTHORIZING THE CITY TO JOIN WITH OTHER CITIES AND
THE TEXAS MUNICIPAL LEAGUE IN A COALITION TO THWART THE
PASSAGE OF FHDERAL LEGISLATION DESIGNED TO pREEMPT THE
AUTHORITY OF CITIES TO REGULATE CABLE TV RATES AND SERVICES
AT THE LOCAL LEVEL, AND APPROPRIATE $750.00 FROM THE GENERAL
FUND UNAPPROPRIATED BALANCE AS CONTRIBUTION ~S FINANCIAL
SUPPORT.

WHEREAS, in 1983 a coalition of cities sponsored by the Texas
Municipal League known as Cities For Responsible Cable Policy was formed
with the goal and intent to work toward blocking the passage the Federal
Legislation designed to preempt the authority of Cities to regulate
Cable TV rates and services at the local level; and
WHEREAS, up until this time, the coalition's efforts have been
focused on the Federal Legislation being Senate Bill 66, House Bill 4103
which if passed would remove the power from City Councils to regulate
basic rates and remove the right of cities to require franchise agree-
ments; and
WHEREAS, the coalition is requesting financial assistance from
n~mber cities, Plainview's pro-ration being in the amount of $750.00, to
support their efforts:
NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE
City of Plainview that the City of Plainview continue its support as a
member of the coalition of Cities For R~sponsible Cable Policy, a
division of the Texas Municipal League, and that $750.00 be appropriated
from the unappropriated General Fund balance and forwarded as
Plainview's financial contribution toward this organized effort.
