R84-703 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS SUPPORPING INCREASE STATE HIGHWAY FUbDING, PASSAGE OF THE POT-HOLE BILL, AND INCREASED HIGHWAY USER CHARGES. 00 WHEREAS, through surveys and other fact gathering methods the acc%m~lated information reveals that: 1) The State of Texas leads the nation in the number of deficient bridges and deteriorated roadways (7,740). 2) That additional transportation spending of $51 billion will be needed over the next 20 years to overcc~e the current back-log of needs, including road and bridge rehabilitation, reconstruction, $6.7 billion of new road construction, and $7.7 billion for maintenance. 2) The State of Texas 5¢ per gallon motor fuel tax is the lowest in the nation and has not be increased in 27 years, and the State budget expenditures for transportation has drastically been reduced to a point of 17% less in 1982 than was spent in 1965 for transportation and transportation related purposes; and WHEREAS, the State's transportation funding problems are reflected at the local level as follows: 1) 2) 3) A current back log now exists of city street repair needs exceeding $1 billion and even though Texas Cities are spending even more than ever before for street repairs, the back log is growing at a rate exceeding local spending levels. Approximately 20% of all municipal streets (Fore than 13,000 miles) are currently in need of major repairs. The deterioration of city streets and bridges will excellerate in the future and it is predicted by the year 2000, the cities will 16 million traveling within boundaries which will excellerate the wear and deteriorate of the local roads and bridges faster than they can be repaired: NC~, THEREFORE BE IT RESOLVED BY THE Mayor and City Council of the ~ty of~Pla~.v.iew,~, T _e~as t~.t _m~mb.er~s of.the .Texas Legislature be urged enact a ~ta~e/Local Roaa and Bridge f~nanc~ng package opposed to the following: 1) An increase of $1 billion per year in funding for the State Dept. of Highways and Public Transportation. 2) A $100 million per year program for city street improvers funds (Pot-Hole Bill) be provided. 3) The doubling of the State M~tor Fuel tax 10¢ and increasing the motor vehicle license as necessary to generate adequate funding for these important programs to be enacted.
