Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, Evan Weiss -District 6, and Lorie Rodriguez -District 7. Consider and take necessary action regarding appointment of Van Redin to the Walk of Fame Presenter: Rodney Watson, Walk of Fame Chairman Presented committee's recommendation of Van Redin to the Walk of Fame There was no public comment. Consider and Adopt an Ordinance Authorizing the Issuance of City of Plainview, Texas Waterworks and Sewer System Revenue Bonds, Series 2023, Providing for the Security for and Payment of Such Bonds; and Authorizing and Enacting Other Matters and Provisions Relatina to the Subiect (Ordinance No. 23-3745) Presenter: Jeffrey Snyder, City Manager This authorizes the sale of the revenue bonds. We are proposing to issue $10 million in debt for the project. The City received a bid of 3.71 % from Hilltop Securities. There was no public comment. Motion: Move to approve the Ordinance authorizing the issuance of City of Plainview, Texas Waterworks and Sewer System Revenue Bonds, Series 2023; providing for the security for and payment of such bonds; and authorizing and enacting other matters and provisions relating to the subject Motion by Council Member Weiss, seconded by Council Member McDonough Vote: 8-0. Motion carried. 6. Consider Performance Contract between the City of Plainview and Ameresco for the Automatic Water Meter Infrastructure Project and the Plainview Civic Center Lighting and HVAC Improvements Presenter: Neil Weems -Director of Public Works Staff recommends the approval of the Ameresco Performance Contract in the amount of $9,555,210 and authorizes the City Manager and City Attorney to finalize the terms and conditions of this agreement. James Odom asked several questions of staff. Applicant's: City of Plainview Presenter: Philip Mize, Chief Building Official Staff Recommends that the Council issue a demolition order of all structures and the removal all debris at property owner expense. Conduct a public hearing regarding Case No. MH-23-02; Three substandard structures located at 206 East Brazier Street, Plainview, Texas, Hale County Vicinity: 200 Block East Brazier Applicant's: City of Plainview Presenter: Philip Mize, Chief Building Official Staff Recommends that the Council issue a demolition order of all structures and the removal all debris at property owner expense. Conduct a public hearing regarding Case No. MH-23-03; Two substandard structures located at 807 Houston Street, Plainview, Texas, Hale County Vicinity: 800 Block Houston Street Applicant's: City of Plainview Presenter: Philip Mize, Chief Building Official Staff Recommends that the Council issue a demolition order of all structures and the removal all debris at property owner expense. Open Public Hearing at 7:30 p.m. Abel Osegueda stated he is interested in fixing up property. Closed Public Hearing at 7:38 p.m. f. Consider an order to demolish two substandard structures re: Case No. MH-23- 03. structures located at 807 Houston Street, Plainview, Texas, Hale County Vicinity: 800 block of Houston Street Applicant's: City of Plainview Motion: Move to approve the order of demolition on Case No. MH 23-03 within 30 days he has to submit a plan to repair the property and the demolition order is for 90 days. Motion by Council Member Weiss, seconded by Council Member House Vote: 7-1 For: Mayor Starnes, Councilmembers Dickerson, Martinez, McDonough, House, Weiss and Rodriguez Against: Mayor Pro Tern Blackerby Motion carried. g.
