Hall, 202 W. 51h Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District
7.
Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Sarianne Beversdorf-Director of Finance, Tim Crosswhite-Capital

said term to expire on January 1, 2027
Regular Agenda
a) Presentation of City of Plainview Annual Comprehensive Financial Report
b) Presentation of Fire Department Annual Report
c) Ordinance — Planning and Zoning Case File No. P-23-02: Consider approval to
rezone approximately 3.84 acres located at 201 Amarillo Street to Mixed
Residential (MR) for the development of a Senior Living Housing Project. The
property is currently zoned Suburban Residential (SR).
d) Ordinance — Planning and Zoning Case File No. P-23-04: Consider approval on a
replat of approximately 3.30 acres to combine 17 lots into one lot and vacate two
alleys. The address of the property is 1104 E. 7th Street (First Reading of the
Ordinance)
e) Ordinance — Planning and Zoning Case File No. P-23-03: Consider approval of a
replat of approximately 2.94 acres to combine 24 current lots into one lot, and to
vacate a 75-foot Right of Way known as Fir Street. The property address is 607
and 701 E. 7th Street (First Reading of the Ordinance)
f) Consider Aquatics Center Management Agreement between the City of Plainview
and the YMCA
g) Consider Award of Bid for the 2023 Seal Coat Project and authorize City Manager
to sign contract documents
h) Authorize Interlocal Agreement between Hale County and the City of Plainview for
Seal Coat Services
