Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, Evan Weiss -District 6, and Council Member Lorie Rodriguez -District 7. There was no public comment. Mayor Starnes closed the Public Hearing at 7:31 p.m. Motion: Move to accept Ordinance No. 23-3742 on first reading. An Ordinance Abandoning And Closina Two Twentv Foot (20') Allevs Located On Tract E, Compress Addition, City Of Plainview, Hale County, Texas Being A Replat Of Block 1 And 2, Nob Hill Addition, City Of Plainview, Hale County, Texas Located Between Juniper Street And Milwee Street And East 7th Street And East 6th Street, Plainview, Texas As Detailed In The Plat Filed With The Hale County Clerk; Directing The City Manager To Cause The Official Maps Of The City To Be Changed Accordingly Pursuant To Section 311.008 Of The Texas Transportation Code; Providing A Savings Clause; Providing For Continuation Of Prior Law; Providing An Effective Date; And Providing For Publication (Ordinance No. 23-3743 — First Reading) Presenter: Jeff Johnston, Assistant City Manager City Council Minutes March 28, 2023 Page 2 of 5 254 Replat of existing property located at 1104 E. 7th Street. Mayor Starnes closed the Public Hearing at 7:40 p.m. Motion: Move to accept Ordinance No. 23-3743 on first reading. Motion by Council Member McDonough, seconded by Council Member Martinez Vote: 8-0. An Ordinance Abandoning And Closing A Seventy -Five Foot (75') Street And Right -Of -Way Running North To South As Located On Tract A, Compress Addition, City Of Plainview, Hale County, Texas Being A Replat Of Block 1 And 2, Nob Hill Addition, City Of Plainview, Hale County, Texas With An Address Of 607 And 701 East 7th Street, Plainview, Texas As Detailed In The Plat Filed With The Hale County Clerk ; Directing The City Manager To Cause The Official Maps Of The City To Be Changed Accordingly Pursuant To Section 311.008 Of The Texas Transportation Code; Providing A Savings Clause; Providing For Continuation Of Prior Law; Providing An Effective Date; And Providing For Publication (Ordinance No. 23-3744 — First Reading) Presenter: Jeff Johnston, Assistant City Manager Replat of existing property located at 607 and 701 E. 7th Street. The purpose of this Ordinance is to vacate the dedicated right of way. a) Public Hearing Mayor Starnes opened the Public Hearing at 7:42 p.m. regarding Ordinance No. 23-3744. There was no public comment. Mayor Starnes closed the Public Hearing at 7:43 p.m. Motion: Move to accept Ordinance No. 23-3744 on first reading. Motion by Council Member Weiss, seconded by Council Member McDonough Vote: 8-0. Motion carried. 9. Consider Aquatics Center Management Agreement between the City of Plainview and the YMCA Presenter: Jeffrey Snyder, City Manager City Council Minutes March 28, 2023 Page 3 of 5 The City contracts with the YMCA for management services for the Aquatic Center. The City will pay the YMCA a management fee of $30,000 towards the management and operational costs of the facility during the summer. Public Comment: None Motion: Move to approve Aquatics Center Management Agreement between the City of Plainview and the YMCA Motion by Mayor Pro Tern Blackerby, seconded by Council Member Rodriguez Vote: 8-0. Motion carried. 10. Consider Award of Bid for the 2023 Seal Coat Project and authorize City Manager to sian contract documents Presenter: Tim Crosswhite, Capital Improvement Program Manager The City advertised bids for the 2023 Seal Coat Project. Lipham Asphalt was the lowest bidder with a bid of $289,660 for 75,000 square yards of seal coating. Of this amount, $261,920 is the City's part and $27,740 is the County's part. Public Comment: None Motion: Move to Award Bid to Lipham Asphalt for the 2023 Seal Coat Project Motion by Mayor Pro Tern Blackerby, seconded by Council Member Weiss Vote: 8-0. Motion carried. 11. Authorize Interlocal Agreement between Hale County and the City of Plainview for Seal Coat Services Presenter: Tim Crosswhite, Capital Improvement Program Manager This Agreement would authorize the County to participate in the City Seal Coat Program and reimburse the City in the amount of $29,959 for the portion of the roads seal coated in the County. Public Comment: None Motion: Move to authorize Interlocal Agreement between Hale County and the City of Plainview for Seal Coat Services. Motion by Council Member House, seconded by Council Member McDonough Vote: 8-0. Motion carried. 12.
