Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, Susan Blackerby-District 5, Evan Weiss -District 6, and Council Member Lorie
Rodriguez -District 7.

9. Consider Aquatics Center Management Agreement between the City of Plainview
and the YMCA

The City contracts with the YMCA for management services for the Aquatic Center. The
City will pay the YMCA a management fee of $30,000 towards the management and
operational costs of the facility during the summer.

10. Consider Award of Bid for the 2023 Seal Coat Project and authorize City Manager
to sian contract documents
Presenter: Tim Crosswhite, Capital Improvement Program Manager
The City advertised bids for the 2023 Seal Coat Project. Lipham Asphalt was the lowest
bidder with a bid of $289,660 for 75,000 square yards of seal coating. Of this amount,
$261,920 is the City's part and $27,740 is the County's part.

Motion: Move to Award Bid to Lipham Asphalt for the 2023 Seal Coat Project

11. Authorize Interlocal Agreement between Hale County and the City of Plainview for
Seal Coat Services
Presenter: Tim Crosswhite, Capital Improvement Program Manager
This Agreement would authorize the County to participate in the City Seal Coat Program
and reimburse the City in the amount of $29,959 for the portion of the roads seal coated
in the County.
Public Comment: None
Motion: Move to authorize Interlocal Agreement between Hale County and the City
of Plainview for Seal Coat Services.
