The City Council of the City of Plainview met on April 6, 2023 at 11:30 a.m., at City Hall,
202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District

5. Convene into closed session pursuant to Texas Gov't Code § 551.076 to
deliberate the deployment, or specific occasions for implementation, of security
personnel or devices; or a security audit namely Information Technology Assessment
Mayor Starnes recessed the meeting at 12:02 p.m.
Mayor Starnes called the meeting back in open session at 12:43 p.m.
