The City Council of the City of Plainview met on April 11, 2023 at 6:30 p.m., at City Hall,
202 W. 5th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, Susan Blackerby-District 5, and Evan Weiss -District 6. Council Member Lorie
Rodriguez -District 7 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Sarianne Beversdorf-Director of Finance, Tim Crosswhite-Capital
Improvement Program Manager, Bill Bridgwater -Police Captain, Bobby Gipson -Fire
Chief, Kristi Aday-Director of Economic Development, Neil Weems -Director of Public

6. An Ordinance Amending Ordinance No. 19-3690 Of The City Of Plainview, Texas
And Amending The Zoning Map Of The City Of Plainview As Set Out In §14.02.003 Of
The Code Of Ordinances By Changing From Suburban Residential ("SR") Zoning District
To Mixed Residential ("MR") Zoning District Approximately 3.84 Acres Located At 201
Amarillo Street, Plainview, Hale County, Providing For A Penalty Of Up To $2,000.00 For
Violations; Providing An Effective Date; Providing A Savings Clause; And Providing For
Publication (Ordinance No. 23-3742 — Second Reading)
Since this was the second of two readings, the Council chose to forego staff briefing and
asked for Public Comment
There was no public comment.
Motion: Move to accept Ordinance No. 23-3742 on second reading.

7. An Ordinance Abandoning And Closing Two Twenty Foot (20') Alleys Located On
Tract E, Compress Addition, City Of Plainview, Hale County, Texas Being A Replat Of
Block 1 And 2, Nob Hill Addition, City Of Plainview, Hale County, Texas Located Between
Juniper Street And Milwee Street And East 7th Street And East 6th Street, Plainview,
Texas As Detailed In The Plat Filed With The Hale County Clerk; Directing The City
Manager To Cause The Official Maps Of The City To Be Changed Accordingly Pursuant
To Section 311.007 Of The Texas Transportation Code; Providing A Savings Clause;
Providing For Continuation Of Prior Law; Providing An Effective Date; And Providing For
Publication (Ordinance No. 23-3743 — Second Reading)
Since this was the second of two readings, the Council chose to forego staff briefing and
asked for Public Comment

9. Award of Bid for Regional Park Softball Field Phase II and authorize Mayor to Sign
Necessary Documents
Presenter: Tim Crosswhite, Capital Improvement Program Manager
Staff recommends to reject the bids at this time since bid was significantly more than
budgeted.
Public Comment: None
Motion: Reject Bid for Regional Park Softball Field Phase II and rebid in the Fall
Motion by Mayor Pro Tern Blackerby, seconded by Council Member Martinez
Vote: 7-0. Motion carried.
10. Consider and take necessary action regarding YMCA SAFE Camp Program
Agreement
Presenter: Jeffrey Snyder, City Manager
SAFE Camp is a summer recreation program that the YMCA runs on behalf of the City.
It will be held May 30th through July 14th. The YMCA is working with the School District
on the location of the camp this year. Staff recommends approval.

Motion: Move to accept agreement with YMCA SAFE Camp
Motion by Council Member Weiss, seconded by Council Member McDonough
Vote: 7-0. Motion carried.
