Mayor Charles Starnes presided. Council Members present were Mary Elizabeth Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House - District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District 7. Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney, Jeff Johnston -Assistant City Manager, Sarianne Beversdorf-Director of Finance, Tim Crosswhite-Capital Improvement Program Manager, Kristi Aday-Director of Economic Development, Neil Weems -Director of Public Works, Melinda Brown -Main Street Manager, Odilia Alvarado -Nursing Manager, and Belinda Hinojosa-City Secretary Invocation — Mayor Charles Starnes 2. Motion carried. 4. An Ordinance of the Citv of Plainview Grantina a Special Use Permit to Operate a Boarding Kennel in Commercial Retail (GC) Zoning District at Unit 2, Lot 2 of the Hailey Addition, Plainview, Texas Located at 1001 West 5th Street, Plainview, Texas Pursuant §14.13.004 the Code of Ordinances; Providing for a Penalty of up to $2,000.00 for Violations; Providing an Effective Date; Providing a Savings Clause; and Providing for Publication. (Ordinance No. 23-3747 — First Readina) Presenter: Philip Mize, Chief Building Official This Ordinances grants the owners of 1001 W. 5th Street a Specific Use Permit to operate boarding kennels. Mayor Starnes opened the Public Hearing at 7:01 p.m. There was no comment from the Public. City Council Minutes June 13, 2023 Page 1 of 3 Mayor Starnes closed the Public Hearing at 7:02 p.m. 285 Motion: Move to approve Specific Use Permit — Ordinance No. 23-3747 Motion by Council Member McDonough, seconded by Council Member Weiss Vote: 8-0. Motion carried. 5. An Ordinance Abandoning and Closinq a Portion of a Twenty -Four Foot (24' Access and Drainage Easement (ACE/DRE) Located in Tract "C", Wilcox Addition, City of Plainview Hale County, Texas, located at the 3600 Block of Olton Rd. (Highway 70); Providing a Savings Clause; Providing for Continuation of Prior Law; Providing an Effective Date; and Providing for Publication (Ordinance No. 23-3748 — First Reading) Presenter: Jeff Johnson, Assistant City Manager This would vacate the easements in order to Replat Tract "C" and Tract "B" into one lot and then add a new Access and Draining easement in another location. Public Comment: Will Stevens with AMD highlighted project Motion: Move to adopt Ordinance No. 23-3748 on first reading Motion by Council Member Weiss, seconded by Council Member House Vote: 8-0. Motion carried. 6. A Resolution Authorizing the Filing of an Application for Financial Assistance from the State Infrastructure Bank; Authorizing the City Manager to act on behalf of the City of Plainview in all matters relating to the Application (Resolution R23-605) Presenter: Jeffrey Snyder, City Manager This authorizes the City to submit an application for Financial Assistance to the Texas Department of Transportation Infrastructure Bank to begin this process while we wait on amendments to the Standard Utility Agreement. Public Comment: None Motion: Move to approve Resolution R23-605 Motion by Council Member House, seconded by Council Member McDonough Vote: 8-0. Motion carried. 7. Consider and take necessary action reaardina Plainview Country Club, Civic Center and Golf Course Management Agreement Presenter: Jeffrey Snyder, City Manager This is for a five year agreement with an option to renew for an additional five years. Motion by Council Member McDonough, seconded by Council Member Weiss Vote: 8-0. Motion carried. 8.
