Plainview Convention Center, 2902 W. 4th Street, Plainview, Texas.
Mayor Charles Starnes presided. Council Members present were Mary Elizabeth
Dickerson -District 1, Steve Martinez -District 2, Mike McDonough -District 3, Gary House -
District 4, Susan Blackerby-District 5, Evan Weiss -District 6 and Lorie Rodriguez -District
7.
Staff members present were: Jeffrey Snyder -City Manager, Matthew Wade -City Attorney,
Jeff Johnston -Assistant City Manager, Isauro Gutierrez -Director of Information
Technology, Sarianne Beversdorf-Director of Finance, Tim Crosswhite-Capital
Improvement Program Manager, Derrick Watson -Chief of Police, Kristi Aday-Director of
Economic Development, Neil Weems -Director of Public Works, Melinda Brown -

3. An Ordinance of the Citv of Plainview Grantinq a Special Use Permit to Operate a
Boarding Kennel in Commercial Retail (GC) Zoning District at Unit 2, Lot 2 of the Hailey
Addition, Plainview, Texas Located at 1001 West 5th Street, Plainview, Texas Pursuant
§14.13.004 the Code of Ordinances; Providing for a Penalty of up to $2,000.00 for
Violations; Providing an Effective Date; Providing a Savings Clause; and Providing for
Publication. (Ordinance No. 23-3747 — Second Reading)
Since this was the second of two readings, the Council chose to forego staff briefing and
asked for

Motion: Move to adopt Ordinance No. 23-3747 on second reading
Motion by Council Member McDonough, seconded by Mayor Pro Tern Blackerby
Vote: 8-0. Motion carried.
4. An Ordinance Abandoning and Closing a Portion of a Twenty -Four Foot (24')
Access and Drainage Easement (ACE/DRE) Located in Tract "C", Wilcox Addition, City
of Plainview, Hale County, Texas, located at the 3600 Block of Olton Rd. (Highway 70);
Providing a Savings Clause; Providing for Continuation of Prior Law; Providing an
Effective Date; and Providing for Publication (Ordinance No. 23-3748 — Second Reading)

Motion by Mayor Pro Tern Blackerby, seconded by Council Member House

5. Authorize Airport Management/Fixed Base Operator Agreement With Tradewind
FBO, LLC, City of Plainview and Hale County
Presenter: Jeffrey Snyder, City Manager
This authorizes Agreement with Tradewind FBO, LCC to serve as Airport Manager and
Fixed Based Operator
Public Comment: None
Motion: Move to Authorize Airport Management/Fixed Base Operator Agreement With
Tradewind FBO, LLC, City of Plainview and Hale County
Motion by Council Member House, seconded by Council Member McDonough
Vote: 8-0. Motion carried.
6. A_ Resolution Approving the Economic Development Agreement Between the
Board of Directors of the Tax Increment Reinvestment Zone #1 Historic Downtown
Plainview and Higginbotham Insurance for the Property Located at 716 Broadway,
Plainview, Texas. (Resolution R23-606)
Presenter: Melinda Brown, Community Engagement Manager
This approves a Downtown TIRZ grant for the building owners of Higginbotham
Insurance.
Public Comment: None.
Motion: Move to approve Resolution R23-606.
Motion by Council Member Weiss, seconded by Council Member Dickerson
Vote: 8-0. Motion carried.
7. Review of the Financial Policies, Fund Balance, FY 2022-2023 Budget and Budget
Priorities for upcoming fiscal year
