RESOLUTION R86-115
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS
EXPRESSING THE CITY'S DESIRE TO ENTER INTO A PRODUCTIVE DIALOGUE
WITH HALE COUNTY ON CITY AND COUNTY GOVERNMENT ACTIVITIES AND
CANCELLING THEEXISTING FIRE SERVICE CONTRACT BETWEEN THE CITY AND
COUNTY WITH THE INTENT OF RENEGOTIATING SUCH.
WHEREAS, on September 10, 1985, the City of Plainview adopted its
annual budget for fiscal year 1985-1986; and
WHEREAS, the letter of transmittal of said budget stated a group of
goals and objectives with one specific goal and objective being:
"Examine thoroughly City and County government activities to identify
areas: 1) where duplication exists; 2) where inefficiencies occur; 3)
where government services can be eliminated without substantial injury
to citizens; 4) where needed government services are not supplied; and
5) where greater efficiency and savings could be accomplished; and
WHEREAS, the City Council desires to enter into a productive
-~ialogue with the County in order to discuss these five items outlined
-~as goals and objectives for the City as well as any other items; and
WHEREAS, the City of Plainview and Hale County entered into a
contract for "Fire Services" on January 28, 1975; and
WHEREAS, said contract calls for: "The term of this contract shall
begin February 1, 1975 and (if not terminated as herein provided) shall
continue to October 1, 1975 and from year to year thereafter unless and
until either party hereto notifies the other party by June 1 proceeding
the date of September 30, of any year after the year 1975 of its
intention to cancel this contract on the date of September 30 following
said notice;" and
WHEREAS, the City wishes to cancel said contract so that fire
services may be openly discussed with the County in conjunction with the
above stated goals and objectives with the overall intent of
renegotiating said contract.
NOW, THEREFORE BE IT RESOLVED by the Mayor and City Council of the
City of Plainview, Texas that the City does hereby formally express its
desire to enter into a productive dialogue with Hale County on City and
County government activities in order to identify areas: 1) where
duplication exists; 2) where inefficiencies occur; 3) where government
services can be eliminated without substantial injury to citizens; 4)
where needed government services are not supplied; and 5) where greater
efficiency and savings could be accomplished.

BE IT FURTHER RESOLVED that the City hereby serves notification, in
accordance with the fire service contract executed January 28, 1975,
that said contract is cancelled effective September 30, 1986.
BE IT FURTHER RESOLVED that the City Council wishes to express its
sincere desire to openly renegotiate the fire service contract and have
a new contract in place by September 30, 1986 in order to provide the
citizens of Hale County with fire suppression services.
