RESOLUTION NO. R86- 139
A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS, ESTABLISHING A POLICY REGULATING THE SIZE OF WATER METERS SERVING
YARD SPRINKLER OR IRRIGATION SYSTEMS AND REQUIRING THAT PERMITS SHALL BE
ISSUED FOR THE INSTALLATION OR REPAIR OF SUCH SYSTEMS PRIOR TO COMMENCING
WORK.
WHEREAS, the Mayor and City Council of the City of Plainview, Texas
have determined that there is an increasing~number.of yard sprinkler and
irrigation systems being installed within the City of Plainview, and
WHEREAS, the increased number of such systems being installed is
causing large instantaneous pumping demands on the Municipal Water
Distribution System creating a danger of inadequate supply for fire
protection, domestic consumption and other uses, and
WHEREAS, such yard sprinkler and irrigation systems can be designed
and constructed to operate on a restricted volume of water without loss
of efficiency or proper irrigation procedures, and
WHEREAS, there is an immediate need to review and regulate the
design and installation of such yard sprinkler and irrigation systems to
control the rate of water consumption by such systems, and
WHEREAS, on June 12, 1984, the Mayor and City Council of the City
of Plainview, Texas, adopted Resolution No. R84-719 which established a
policy concerning yard sprinkler and irrigation systems, and
WHEREAS, there exists a need to clarify the ,intent and requirements
set forth in said Resolution No. R84-719;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the
City of Plai~view, Texas, that:
Section 1: No yard sprinkler or irrigation system hereafter installed
for residential-dwellingscontaining four family units or less shall be
served by a water meter larger that 1-inch (1") in size. Such systems
shall be divided into zones, each capable of operating on the volume
furnished through a one-inch (1") or smaller water meter.
Section 2: The size of water meters serving yard sprinkler or
irrigation systems hereafter installed for residential dwellings containing
more than four family units and for institutional, commercial or industrial
campuses shall be applied for and receive the approval of the Director
of Public Works and shall be dependent upon the availability of sufficient
water supply at the site of installation and the effect of the use of
the size water meter upon the delivery of water to other consumers and
upon fire protection of the neighborhood.

Section 3: Homeowners, Master Plumbers or persons licensed as
Landscape Irrigators by the State of Texas shall apply for and receive
a Plumbing Permit for installation or repairs of yard sprinkler or
irrigation systems prior to work commencing as set forth in Ordinance
No. 81-2447, adopted May 26, 1981, and known as the City of Plainview
Plumbing Code, andall subsequent amendments thereto.
Section 4: This resolution shall not be construed to certify or
approve of the installtion of or the design of any yard sprinkler or
irri~ation design system. Neither does this resolution make any warranties
or guanantees concerning the availibity of sufficient water supply to
meet the demands of said yard sprinkler or irrigation design system.
