A RESOLUTION OF THE MAYOR AND THE CITY COUNCIL
OF THE CITY OF PLAINVIEW, TEXAS ALLOCATING
$2,950.87 TO THE SOUTH PLAINS ASSOCIATION OF
GOVERNMENTS GOVE~TPROCUREMENTOUTREACH
CENTER PROJECT.
WHEREAS, the South Plains Associations of
Governments has proposed the creation of a Government
Procurement Outreach Center; and
WHEREAS, the establishment of such a center would
allow Plainview businesses to more readily participate in
Federal Procurement Procedures; and
WHEREAS, participation in the program will benefit
Plainview businesses and in turn Plainview citizens; and
WHEREAS, the South Plains Association of Governments
has applied for a $19,000.00 grant from the Federal
Government in order to assist in the establishment
of a procurement center; and
WHEREAS, the South Plains Association of Governments
must provide "matching funds" in order to receive the
$19,000.00 in grant funds; and
WHEREAS, the South Plains Associations of
Governments has determined that Hale County's fair share
of the "matching funds" is $5,000.00; and
WHEREAS, the City of Plainview has determined that
the fairest way for distribution of the $5,000.00 request
for funds from Hale County should be on a per capita
basis; and
WHEREAS, based on the 1980 census the City of
Plainview's fair share would be $2,950.87; and
WHEREAS, if the City of Plainview makes the
contribution, the South Plains Association of Governments
has stated that all industries and businesses within the
confines of the City of Plainview may participate in the
Procurement Outreach Center for one year without any cost
to those businesses; and
WHEREAS, after one year has elapsed the City of
Plainview will have no further financial obligation to
the Procurement Center and it is expected to finance
itself based on fees from those who utilize the services;
and

WHEREAS, South Plains Association of Governments has
also indicated that they would pursue reimbursement of
the $2,950.87 to the City of Plainview if fees from users
generate adequate funds.
NOW THEREFORE BE IT RESOLVED by the Mayor and the
City Council the City of Plainview, Texas that the City
allocates $2,950.87 to the South Plains Association of
Governments Procurement Outreach Center as the City's
"fair share" of the Hale County request for funds.
