RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS, AUTHORIZING TELESERVICE CORPORATION
OF AMERICAN D/B/A PLAINVIEW CABLE TELEVISION TO ENTER
INTO AGREEMENT WITH WAYLAND BAPTIST UNIVERSITY,
PLAINVIEW, TEXAS, TO PROVIDE LOCAL ACCESSIBILITY BY
WAYLAND BAPTIST UNIVERSITY, PLAINVIEW, TEXAS, TO THE
CABLE TELEVISION SYSTEM.
WHEREAS, on January 12, 1982, the City of Plainview,
Texas, by ordinance No. 81-2474, granted a franchise to
Teleservice Corporation of America d/b/a Plainview Cable
Television for a term of fifteen years to construct, erect,
and maintain a cable television system in, upon and across
the public streets and alleys of the City of Plainview,
Texas; and
WHEREAS, in said franchise agreement, Teleservice
Corporation of America d/b/a Plainview Cable Television
agreed to maintain in its cable television system at least
two channels to provide local accessibility to city
government, public schools and Wayland Baptist University
for the purpose of production and transmission of material
to viewers of the cable television system; and
WHEREAS, Wayland Baptist University has requested that
it be authorized to use one of the channels reserved in
said franchise agreement for the purpose of providing local
accessibility to said cable television; and
WHEREAS, the City Council of the City of Plainview,
Texas, has determined that it would be in the best interest
of the public that Wayland Baptist University be granted
accessibility to one of said channels for the purpose of
production and transmission of material to viewers of the
Plainview Cable Television system.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, that Teleservice
Corporation of America d/b/a Plainview Cable Television
shall be and it is hereby authorized to enter into
agreement with Wayland Baptist University, Plainview,
Texas, granting to said university local accessibility to
its cable television system for the purpose of production
and transmission of material to viewers of Plainview Cable
Television for a term of three year(s) beginning on the
llth day of November ., 1986and terminating on the llthday
of "Nonmember , 1989.

BE IT FURTHER RESOLVED that the agreement entered into
between Teleservice Corporation of American d/b/a Plainview
Cable Television and Wayland Baptist University shall
require Wayland Baptist University to comply with all of
the terms and conditions of said franchise dated January
12, 1982, being Ordinance No. 81-2474, City of Plainview,
Texas.
BE IT FURTHER RESOLVED that the agreement between
Teleservice Corporation of America d/b/a Plainview Cable
Television and Wayland Baptist University shall require
that Wayland Baptist University comply with all regulations
of the State of Texas and regulations of the United States
of America relating to the use and operation of cable
television systems.
