R87-200 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS ADOPTING AN ALLEY PAVING POLICY FOR THE CITY OF PLAINVIEW AND REPEALING ANy PRIOR POLICY IN CONFLICT HEREWITH. BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS: SECTION 1. That the following statements are hereby adopted as an Alley Paving Policy for the city of Plainview and any previously adopted policy in conflict herewith is hereby repealed: I. General Provisions. A. For the purposes of this policy, the term alley pavinq shall include the pgving in the alley and at street approaches, and accompanying drainage structures, as applicable. B. Alley paving shall be constructed in accordance with plans and specifications expressly approved by the Department of Engineering of the City of Plainview. C. On alley paving projects initiated by private land owners and/or developers, all costs shall be borne by said land owners and/or developers at no cost to the City of Plainview. On alley paving projects initiated.~Y the City of Plainview the costs shall be shared by the Ci=y as required by law or as determined by the City Council and said projects shall be implemented in compliance with the statutes of the State of Texas. D. Costs shall include engineering, adjustment of utilities, utility taps and stubouts, preparation of subgrade, pavement components and drainage structures. E. The Department of Engineering will be in charge of field engineering and inspection on all paving projects. F. Alley ~aving widths shall comply with those widths established by the Department of Engineering of the city of Plainview. G. Characterization of residential or commercial property for purposes of establishing alley paving widths and specifications will be determined by the existing use of the planned future use of the abutting property. 1 of 4 009 II. H. All alley paving projects must tie into existing paving at one end. Private Alley Paving Contracts. A. Prior to construction of a private alley paving project, a private paving agreement with the City of Plainview must be executed. B. There will be no City cost participation in private paving contracts for alleys. III. Utility Mains, Taps and Stubouts. A. Prior to construction of alley paving the land owner or developer shall make all taps and connections to buried utility lines and mains, including water, sewer, gas, electricity, telephone and cable T.V., which lie under the portion of the alley to be paved or from which service lines must pass under the proposed alley paving and shall install all service lines to a point out from under said alley paving for all lots and/or building sites abutting each edge of the alley for which such taps, connections and service lines have not been installed. The making of such taps and connections and the installation of such service line stubouts shall be done at no cost to the City of Plainview. B. Each owner of the utilities set forth in III-A shall be notified of the proposed alley paving in order that such utility owner may have an opportunity to upgrade and/or adjust such utility as may be required prior to the construction of the alley paving. All utility mains, lines, taps and connections and service lines thereto required to serve properties adjoining both sides of alley must be in place prior to the commencement of the construction of the alley paving. IV. Residential Alley Paving A. Alleys which are abutted full length only by residential property shall be paved with concrete paving ten (10) feet in wi4th centered in the alley. Concrete paving shall have a centerline thickness of not less than five (5) inches increasing to an edge thickness of not less than seven and one-half (7½) inches with continuous No. 6 steel reinforcing bars along each edge and 6" x 6" No. 6 x No. 6 welded wire mesh across the entire paved area. Concrete shall have a strength of not less than 3,000 psi in seven (7) days. Vehicles and equipment shall be kept off the completed alley paving du~ing the first seven (7) days following its construction. 2 of 4 010 VI. B. Property owners may pave the areas outside the ten (10) feet paved portion of alley with concrete or asphalt at their personal cost and expense and said property owners shall be responsible for the maintenance of such additional alley paving at no cost to the City of Plainview. ' minimumwidth shall be paved with concrete paving having a of twelve (12) feet centered in the alley. Concrete paving shall have a minimum centerline thickness of five and one-half inches (5½) increasing to an edge thickness of not less than seven and one-half (7~) inches with No. 3 steel reinforcing bars on twelve (12) inch centers both ways across the entire paved area. Concrete shall have a strength of not less than 3,000 psi in seven (7) days. Vehicles and equipment shall be kept off the completed ~lley paving . during the first seven (7) days following its construct~on. B. Areas outside the twelve (12) feet paved portion of alley abutting commercial property shall be paved with reinforced concrete having a minimum of four (4) inch thickness. Areas outside the twelve (12) feet paved portion of alley abutting residential property may be paved with concrete or asphalt. Areas outside the twelve (12) feet paved portion, whether abutting commercial property or residential property, so paved shall be constructed and maintained by the property owners and/or developers at no cost to the City of Plainview. Street Approaches A. Street approaches connecting alley paving to street paving shall conform to requirements established by the Engineering Department of the City of Plainview. Street approaches shall be constructed with thickness and reinforcement equal to or exceeding that for the alley paving. The width of the approach shall be at least the width of the alley right-of-waY where it joins the street paving. Strength and quality of materials used shall meet or exceed those used for alley paving. SECTION 2. In no event shall the City of Plainview be obligated to proceed or participate in alley paving projects under the terms of this policy if funds are not available or if in the discretion of the City Council the paving project is not considered to be practical or in the best interest of the city of Plainview. 3 of 4 .0.11 -SECTION 3'.
