A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS AUTHORIZING THE MAYOR TO ENTER
A LEASE PURCHASE AGREEMENT IN ORDER TO ACQUIRE A
COMPUTER FOR THE POLICE DEPART~RNT.
WHEREAS, the need has been demonstrated for the Police
Department to computerize its operation; and
WHEREAS, the total cost of the computer is shown on the
attachment which is hereby made a permanent part of this
Resolution; and
WHEREAS, the City Council desires to lease purchase the
computer and software over a five year period with initial down
payment of $23,276.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Plainview, Texas that the Mayor is hereby authorized to enter a
lease purchase agreement in order to acquire a computer for the
Police Department.
I, Sheryl Owen, City Secretary for the City of Plainview,
hereby certify that the above Resolution was adopted by the

The Plainview Police Department has wanted to computeriz~ its record files
'-information for quite some time. There are obvious advantages to having
a good computerized records management system. We would be able to search
files by nearly any variable and locate specific reports faster than our
present manual index. We could find crime patterns by analyzing the con-
tents of reports that have been put on'comPuter. In short, we will have
more~information available to us than is presently findable. This infor-
mation can be used to make more astute managementdecisions regarding
police activities. As a by-product, the computer will be able to auto-
matically generate'our'monthly Uniform Crime Report that we must send to
the State.
But other files can be accessed by computer in our department, too, with
the right software. Such records-are training and personnel, warrants,
master name index, and accident information for analysis.
As you recall, the Police Department received approval and was budgeted
$16,620 in this present budget year to buy a micro-computer and software
to ~omput~rize our records. This money was made available from reven~e
sharing funds. As of this date, the purchase has not been made.
Several considerations have caused us to further research the market and
delay our computer purchase, such as:
1. The limitations on expandability and speed of a micro-computer based
system,
2. The upcoming mandatory changeover of the TLETS teletype computer to
an IBM compatible high speed system, and
3. A desirability for in-house computer interface capability with this
new TLETS II system,
4. The capability to allow Municipal Court to share our hardware system
with their own complete software program (especially since Records
and Court personnel are being cross-trained to handle jobs in either
area and could assist in data entry), if such is desired.
We have decided that it would be better to'buy a computer system that we
know will do the job for us and address the above issues, rather than to
paint ourselves into a corner with a cheaper, non-proven system that we may
soon outgrow.
We have found a computer system that solves the above four'concerns and
offers extensive proven software. The equipment is an IBM System 36,
Model 5362-C02 mini-computer plus peripherals.. 'This machine is ~denti-cal
to the one that City Hall now uses. This "Baby 36" computer can handle
as many as 28 workstations and can access as much-a's 520 megabytes of
stored information. It is multi-tasking, which means that it can do more
than one thing at the same time~- A personal computer or micro can only
do one thing at a time.
The software programs are MUNIS police software, which is a comprehensive
package that is'successfully being used in many cities.
The configuration that we propose consists of the main system unit, 200
megabyte external storage unit, two display stations (terminals), large
printer, and a dispatch upgrade which replaces our teletype computer with
a personal computer and a small printer.
The PD will be forced to buy a PC, printer, and Codex modem in the next
two or three years for the mandatory state wide dispatch upgrade to TLETS II.
Our proposal is to buy this equipment now and attach it to our main system
unit. This will allow for the dispatch PC to access our in-house database
and make multi-terminal access to TLETS possible.
.If the system is bought, one terminal will be put in Captain Harkins'
office, since he will serve as our System Administrator and local "expert".
We plan to install one terminal and the large printer in Records against
the north wall (where the Judge's chair used to be located in the courtroom).
The CPU itself, the tape backup and the external storage unit can be~ housed
in the computer room of the Municipal Court. No special electrical wiring
is anticipated, but computer cables will have to be strung to the various
peripherals.
The costs involved in such a system are as follows:

The cost of the IBM hardware/software and MUNIS Police software is '50,155.
Current budget monies available for downpayment is 23,276.
Amount that can be financed by lease/purchase with IBM 26,879.
This could be paid off in five yearly payments of about $6,400 and a total
payback of about $32,000. So, the interest would cost us about $5,121 over
the five year period. There would also be additional costs for the system.

We realize this is a sizeable investment for the City, and a great respon-
sibility for the Police Department. However, it is an investment in the
future and a step up to a new plateau in police service to the community.
If the Municipal Court logs onto this system, then the purchase would
benefit both departments. Getting a system that is similar to City Hall's
would allow interface possibilities or at least easy transfer of data from
one system to the other.
