R79-186 O0 O78 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS GRANTING PERMISSION FOR THE STATE DEPARTMENT OF HIGHWAY AND PUBLIC TRANSPORTATION TO PERFORM THE WORK HEREIN DESCRIBED AS MAY BE NECESSARY TO PROVIDE A MINIMUM PASSIVE WARNING SYSTEM AT THOSE PUBLIC STREETS/ROAD GRADE CROSSINGS OF RAILROADS WITH- IN THE CORPORATE LIMITS OF THE CITY OF PLAINVIEW. WHEREAS, Section 203 of the Highway Safety Act of 1973 provides for the development of a inventory and the improvement of passive protection at public railroad grade crossings within the State; and WHEREAS, these improvements shall improve include the installation or upgrading of crossbuck sJ§~s,: number of traCt signs, advance warning signs, and pavement markings in conformance with the standard specified in the Texas Manual OnUniform Traffic Control Devices; and WHEREAS, the existing passive protection devices found to be in non- compliance or in poor condition will be salvaged and deposed of by the State; and WHEREAS, upon completion of the project the newly installed or upgraded devices excluding crossbuck and number of tract signs shall become the maintenance responsiblity of the City of Plainview; and WHEREAS, federal funding for said improvements is to be provided by Section 203 of the 1976 Highway Safety Act With matching funds from the State at no cost to the City of Plainview: NOW, THEREFORE BE IT RESOLVED BY the Mayor and City Council of the City of Plainview, Texas to grant pertnission for the State to perform the work herein described as may be necessary to provide a minimum passive warning system at those public street/road grade crossings of railroads withing the corporate city limits of Plainview. Gentlemen: Attached is an agreement for the installation or upgrading of railroad crossbucks and other related signs and pavement markings on county roads and city streets within your jurisdiction. We have made an inventory of all railroad crossing devices and found many do not meet requirements as specified in the Texas Manual on Uniform Traffic Control Devices. We pro- pose to let a contract for placing the devices, using available federal funds, with this department handling the inspection. Projects of this nature are in progress throughout the State of Texas. Please sign the agreement and return as soon as pqssible, so .that a con- tract can be let in February. You will note in the agreement that you will not be required to fund any part of this project, but please read the agreement carefully so you will be aware of all the details related to the proposed work.
