A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS AUTHORIZING THE MAYOR TO SIGN
AN ENGINEERING CONTRACT WITH PARKHILL SMITH &
COOPER, INC. FOR '
SANITARY SEWER IMPROVMENTS IN
CONJUNCTION WITH THE EPA 2 + 3 GRANT PROGRAM.

WHEREAS, the City of Plainview has completed the
EPA STEP 1 Project for preparation of a facilities plan
and related development; and
WHEREAS, EPA STEP 2 provides funds to design a wastewater
treatment plant in accordance with the findings of the EPA
SETP 1 study; and
WHEREAS, EPA STEP 3 provides funds for the construction
of said improvements; and
WHEREAS, Parkhill, Smith & Cooper, Inc. of Lubbock, Texas was
the City of Plainview,s Consulting Engineers during the EPA
STEP Project and therefore, have the greatest knowledge of Plainview,s
needs relating to wastewater collection and treatment; and
WHEREAS, Parkhill, Smith ~ Cooper, Inc. have prepared and
submitted the applications for theSTEP 2 + $ EPA Grants for improving
Plainview,s wastewater ~treatment and collection system:
NOW, THEREFORE BE IT RESOLVED by the Mayor and City Council of
the City fo Plainview, Texas to authorize the Mayor to sign an
Engineering Contract with Parkhill, Smith & Cooper Inc. for sanitary
sewer improvements in conjunction with the STEP 2 + S EPA Grant Program.
