A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PLAINVIEW, TEXAS FINDING AND DECLARING THAT THERE
EXISTS A NEED FOR THE HOUSING AUTHORITY OF THE CITY
OF PLAINVIEW, TEXAS, TO FUNCTION.
WHEREAS, the City'Council of the City of Plainview, Texas hereby
determines, finds and declares pursuant to the "Housing Authorities
Law" of the State of Texas, that:
A. Insanitary and unsafe inhabitated dwelling accommodations exist
in the City of Plainview, Texas; and
B. There is a shortage of safe and sanitary dwelling accommodations
in said City available to the elderly at rentals they can
afford; and
C. There is a need for the Housing Authority of the City of
Plainview, Texas, to function
WHEREAS, in accordance with the foregoing finding, the Housing
Authority of the City of Plainview, Texas, is authorized to-transact
business and exercise its powers pursuant to the "Housing Authorities Law"
of the State of Texas; and
WHEREAS, the Plainview Housing Authority in 1978 created a vehicle
known as the Plainview Elderly Housing Corporation through which tax
exempt revenue bonds can be issued when necessary to underwrite the construction
of sanitary dwelling accommodations for the elderly in the City of Plainview,
Texas such as the planned Hilton Hotel project; and
W~EREAS, that the shortage of safe and sanitary dwelling accommodations
for the elderly compels them to occupy unsafe, insanitary dwelling accommodations,
thereby creating an emergency and making it necessary for the preservation
of, health and safety that this resolution becomes effective without delay; and
NOW, THEREFORE BE IT RESOLVED BY the Mayor and City Council o~
the City of Plainview Chat it lend its support to the issuance of tax exempt
Revenue-'Bonds for'the Hilton Hotel Project for-the development of safe-and
sanitary dwelling accommodations at a~fordable rates for the elderly, and so
authorizes and directs the Housing Authority of the City of Plainview, Texas,
and Agency of the City of Ptainview, Texas and.the premises accordingly.
