A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS, RECOGNIZING AND EXPRESSING APPRECIATION TO R.V. PAYNE
FOR TWENTY-FIVE YEARS OF SERVICE TO THE CITIZENS OF PLAINVIEW
BY REPRESENTING THEM ON THE CANADIAN MUNICIPAL WATER AUTHORITY.
WHEREAS, by the action of the citizens of Plainview elected on
the 6th day of August, 1957 to join the Canadian Municipal Water Authority
which would furnish a long range water supply to Plainview; and
WHEREAS, the action of the City Council on the 2nd day of September,
1957, two citizens were appointed, one being R..V. Payne to serve as repre-
sentative of the City; and
WHEREAS, after twenty-five years of representing the Citizens of
our community'on the Canadian Municipal Water Authority, R.V.Payne has
decided to step down from the position:
NOW, THEREFORE BE IT RESOLVED by the Mayor and City Council of
the City of Plainview, Texas that this special resolution be recorded
in the minutes expressing appreciation by the Mayor and City Council on
behalf of the citizens of Plainview to R.V. Payne for the many years of
unselfiSh service he has given to this community by soably'r~presenting
Plainview as a member of the Board of Director's to the Canadian River
Municipal Water Authority.
PASSED AND APPROVED this the 8th~day of June, 1982.
