W~, the Sewage ~eclamation Plant operated by the city of Plainview is presently subs%aining problems in the treating cycle due to the malfunction of two anaerobic digesters causing the effluent to periodically exceed permitted levels issued by the Texas Water Quality Board; and W/{EREAS, specifications were dr~n for the cleaning of these two digesters and on September 20, 1982, three bids were received frc~ companies desiring to do the work; apxt WHEREAS, after review of these bids by the Staff and consultation with the three companies submitting the bids, the Staff re~nds accepting the bid of Sludge Removal & Construction Co. of Troy, Texas in the amount of $28,450 which includes land application of the sludge to adjacent farmland eliminating the necessity of the City to construct temporary ponds, construction of a pipe line, and maintenance of odor control during the drying period: NOW, THEREFORE BE IT RESOLVSD by tb~ Mayor and City Council of the City of Plainview, Texas that the Mayor is hereby authorized to execute a contract on behalf of the City of Plainview to Sludge Removal & Construction Co. of Troy, Texas for the cleaning of two sewage digestors located at the Sewer Reclamation Plant and the application of the sludge to adjacent farmland subject to Sludge ~a~uoval & Construction Co. being able t~ acquire a performance payment bond and insurance liability of one-half million dollars.
