Whereas, the City of Plainview is very reliant upon individuals to serve on various Boards, Commissions and Committees of the City; and Whereas, a select group of dedicated citizens regularly volunteer to serve on the various Boards, Commissions and Committees of the City; and Whereas, terms for various Boards, Commissions and Committees are expiring on January 1, 1989; and Whereas, in order that the City may continue to conduct its business in an orderly fashion, the following individuals are reappointed to serve on the various Boards, Commissions and Committees of the City of Plainview. MEMO TO: FROM: DATE: RE: Jim Jeffers, City Manager Mike McDonough, Director of Municipal Services October 26, 1988 Board and Commission Appointments The terms of numerous members of the Boards and Commissions that function in conjunction with the Municipal Services Division expire in January of each year. As has become the practice, this Division is notifying you and thus the Mayor and the City Council of these pending vacancies in time that the Council may consider those positions and possible appointments to fill them so as to prevent a Board or Commission from not functioning due to the lack of qualified membership to produce a quorum. Attached to this Memo is a list of the Boards and Commissions with those positions marked that are expiring or are vacant. The expiring positions and comments are as follows: 1. Planning and Zoning Commission: Of the seven members and three alternate positions on this Commission, three regular-member terms expire in January, as well as two alternate terms. There is also a vacant position which has been created by the resignation of Bill Cagle that should be filled. Ron Gammage is completing his first term as a regular member. Dwain Dodson and Pam Moore are completing unexpired terms. Alternates Linda Thompson and David DeBusk are also completing unexpired terms. In addition, the resignation of Bill Cagle creates a need for the Council to appoint a Chairman, as they appoint the Chairman for this Commission. 2. Zoning Board of AdSustments: This Board is one of our most active Boards and meets monthly. Three of the regular member terms expire in January, as do two of the alternate member positions. Jack Burton, Chairman of this Board, is completing his third full term as a member of this Board and also completing his first term as Chairman. Carolyn Warrick is completing her second full term as a regular member having been orginally appointed as an alternate. Fred Becthold (regular) and Lynn Davis (alternate) are completing unexpired terms. There is also a vacant alternate position which has been vacant for some time. In addition to appointing members to this Board, should Chairman Burton not be reappointed, a Chairman will need to be appointed to this Board by the Council as they appoint this position. Board of Minimum Housing Standards: The terms of two members of this Board are expiring in January. Members Ray Pendergas and Tony Martin are completing their second full terms on this Board. 4. Plumbing Board: This five member Board meets as required to hear appeals on the plumbing regulations, to review the Plumbing Code, and make recommendations to the Council and thus acts as its Advisory Board. They meet on an average of one to five times a year. Three members of this Board have terms expiring. Bennett Hestand has served two terms on the Board in the position of Journeyman Plumber. Richard Whitfield and Randal Roberts are completing their second term as non-plumber members of this Board. In addition, this Board is still short a non plumber member whose term would expire in January 1990. 5. Electrical Board: This seven member Board acts as an advisory Board, Appeals Board and as a Board of Electrical Examiners and meets monthly. The Board has always been a very active Board and has an excellent attendance record. Three members of this Board have terms that expire in January. Arnold Young who is a Master Electrician is completing his first term, as is E. Paul Wright who is serving in one of the non-electrician positions. Also completing an unexpired term is Don Ralston, one of the Journeyman Electrician members of the Board. 6. The B,,~!d4ng Code and Fire Code Board of ADDeals: This seven member Board meets as required to hear appeals related to the Building Codes and the Fire Codes and to advise the Council in regards to these and other related codes. This Board meets as needed throughout the year. Those terms expiring are James Robison, Orville Atkinson and Jerry Wofford (all having served three terms) and Dewey Henry, Sr.( completing his second term.) I will be glad to answer any questions that either you or the Council might have on these positions. It should be noted by the Council that this Department has not visited with any of these individuals about their willingness to serve on the Board for another term. And there is in Resolution R87-286 a stipulation that volunteers may not serve more than two terms without Council approval. Several of the previously mentioned individuals have served two or more terms.
